Default Failed MOT . . . Handbrake not working

Failed the mot yesterday due to insufficient braking from the handbrake, not a problem i thought, check the discs and pads, then ajust the cable. Thing is it seems that one cable is longer than the other, so the handbrake is only working on the drivers side i have tried ajusting, but no luck, any ideas? is it the wrong cable? could the rear calliper be seized? its an r reg vtr by the way, any help much appreciated.

(p.s- the cable only seems longer by a few mm)
