Default Alloys rubbing

My Back alloys are rubbing on a metal plate only really at one point i swapped wheels over and problem still occurs what can i do?

How do you do that? its attached to the drum braks thing holding things on they only 16" sould be doing it? if i got washers and put them in between the alloy and the drum would it be safe?

What exactly are they rubbing on?

With 16s its more than likely to be the insdes of the flat arches.

edit - or the bumper bracket
