In all seriousness mate I'm sure a bit of searching would have provided you with an answer, you'd see how many vtr to vts conversions have been done and there's only one reason for this, its simple the vts is a more powerful engine its 120bhp standard opposed to the vtr's 90 or 98bhp, with decent breathing mods etc the vts will be 130bhp upwards you'd have to throw a fair bit of money at a vtr to try and achieve that.

depends what you can afford to insure. A well tuned 8v will cost you more than a 16v but dont discount them as they can be just as fun

get a vts in the first place. No point getting a vtr then going through the ballache conversion and the added vosa/insurance bill.
Depends on your budget, but the Vts is more expensive to run overall.

VTR's have ABS as well.
No UK Saxo's came standard with air-con.
The only notable extra weight in a VTS is the extra engine weight, if you stick a VTS lump in a VTR it'll weigh more than a standard VTR, you'll have just spent ages fucking on with it rather than just buying a VTS.
Alanapone on here is selling a tidy VTS mk1 for £650, at that money you'd need to basically get a free VTR to make it worth your while converting a VTR.

The R, as the letter R on the badges uses less plastic than the letter S

Depends what you have in mind. the 8v is said to be stronger for turbo conversions
The VTR gear box has shite ratios

A 1.0 is 'best' for 'tuning' Put a stock J4 in it and you have already gained 60bhp on standard, get 60bhp extra from a VTS will be a pain in the arse.
... S are quicker though and respond better to basic breathing mods.
The R don't respond that really.
