I built a go kart once, mine was sat alot lower and was much longer, didn't have steering wheel just a metal handle to turn.
I used powakaddy wheels from a golf trolley. As the company is local i went down their and asked if they had a set of wheels they were throwing gave me 6 in total and two axles which already had holes.
These are the wheels

the update:
We didn't make it into the starting grid but we did receive a free can of RedBull. So, instead of making the mk2 and entering the RedBull soapbox... we're making two new karts and doing our own soapbox. We've split team:dslc into two teams (names yet to be decided) - we're in the process of sorting where we're going to do it, we have a rough idea but no set course yet. We're arranging for a camera crew to be there on the day. Finally, we've put out an invitation to a third team of local lads who are creating a rival team too.
ds:lc soapbox 2013
(This is also an open invitation to any other people who want to get a team together and join us.)
